Layton approves 2026'27 CDBG annual action plan with funds for home repair and services

The Layton City Council unanimously approved Resolution 26-21 on May 21, adopting the Community Development Block Grant (CDBG) annual action plan for program year July 1, 2026 through June 30, 2027.
Morgan Claward, presenting the plan, said the recommended budget is nearly identical to the current year (about $5,000 less) and proposes allocations for administration and planning, home-buyer assistance (down-payment aid), critical home repair and rehab (a partnership with Habitat for Humanity), and public-service partners within HUD's 15% public-service cap.
Nonprofit partners addressed the council during the public hearing. John Russell of Habitat for Humanity thanked the city and said the critical repair program helps low- and moderate-income homeowners address deferred maintenance and remain housed. Representatives from Safe Harbor Crisis Center and Layton Community Action Council spoke in support of funding that keeps local housing and support programs operating.
Council opened the public hearing, heard comments from partner agencies and residents, and adopted the plan by roll-call vote; the motion and roll-call were recorded and the adoption was unanimous.
What residents should know: The plan funds eligible activities (home repairs, down-payment assistance, public services) and enables local nonprofit partners to apply for and expend federal CDBG funds under the adopted allocations.
