Council restores familiar wildfire map, adopts 2024 WUI code tied to fireworks restrictions

The Layton City Council on May 21 adopted ordinance 26-14, bringing the city into compliance with the state's new WUI requirements and restoring a locally familiar boundary that will restrict fireworks and open burning east of Highway 89.
Fire staff said the 2024 WUI code replaces older rules and that legislative changes required municipalities to adopt the newer code. Presenters explained the city petitioned for a locally tailored map and that the approved map designates "everything east of Highway 89" as the city's WUI area. Staff noted that designation automatically creates a no-fireworks zone in WUI areas under state law.
"When we designate the wildland urban interface, that also has a direct correlation to fireworks restrictions," the presenting chief said, and staff displayed an interactive map the public can use to check restrictions by address. Officials said the change maintains the city's participation in cooperative wildfire programs (CWS and CWPP) that enable state assistance when large fires occur.
Council adopted the ordinance as part of the consent vote. The code adoption (2024 WUI code) will take effect Jan. 1, 2027; the updated WUI map and associated fireworks restrictions take effect July 1, 2026.
What residents should know: East-of-89 addresses will be within the WUI no-fireworks zone once the map is effective; staff said the city will publish an interactive map and provide signage at fireworks retail locations to help the public determine allowed use.
