The Budget & Finance Committee approved resolution 2026‑1969, an amendment to a sole‑source contract with the Village at Glencliff to provide homelessness medical‑respite services.
Council members asked about the $220 daily rate and whether Metro is obligated to pay a flat 90‑day fee per person. Angela Williams, contract administrator for the Office of Homeless Services, told the committee “we only pay for beds that are used for the amount of time that they are used,” clarifying that Metro does not pay a flat fee for unused days.
Julia Southerland, executive director at the Village at Glencliff, described the service model: the nonprofit accepts patients discharged directly from hospitals into one of 12 tiny homes, provides case management for medical and social needs, coordinates appointments, pursues disability benefits when appropriate, and assists with housing placement. “Nobody is discharged back to the street until they get housing,” Southerland said.
Council members expressed support for the program and asked how referrals and capacity are handled; Southerland said hospitals and case managers are primary referral sources and the organization coordinates with hospitals to place patients or use temporary alternative housing when full. The committee approved the contract amendment by voice vote.
The resolution packet included a procurement analysis and the council asked staff to ensure the sole‑source justification is documented in the record going forward.
