Council approves appointments and a package of ARPA/free-cash transfers
Summary
At its June 10 meeting the council appointed two members to local boards, approved small ARPA spending for an ADA restroom update, authorized a free-cash transfer for commemorative signage, and voted to cover a snow-and-ice deficit; a $794,000 ARPA request for Palmer Road was also approved.
The Palmer Town Council approved a set of routine appointments and several budget and ARPA transfers on June 10.
Appointments: The council appointed Valerie via to the Board of Registrars for a term to June 30, 2024, and David Pasini to the Zoning Board of Appeals for a term to June 30, 2026; both motions carried.
ARPA and free-cash transfers: Council approved Resolution 20242, using $3,786 in ARPA funds to make Legion Field concession restrooms ADA-compliant; members said the work will modify existing restrooms rather than rebuild larger facilities, and contractors could begin within weeks.
The council accepted Massachusetts General Laws Chapter 41, Section 38A to change the title of the Tax Collector to Town Collector (Resolution recorded by motion).
Council also approved a $29,547.39 transfer from free cash to cover FY24 snow-and-ice deficit spending (Resolution 20246). Council discussion clarified that snow-and-ice budgets are allowed to be deficit-spent and that storm-preparation call-in minimums contribute to recurring costs.
A larger ARPA request (Resolution 20247) for Palmer Road expenses in the amount of $794,000 was approved; members noted that ARPA funding fits project parameters and that without ARPA the expense would reduce stabilization or free cash balances.
Finally, the council created a commemorative signage fund and transferred $50,000 from free cash to establish it (Resolution 20248). The fund will allow maintenance and new plaques for parks, fields and bridges and will roll forward year to year.
