Planning commission recommends subdivision and Walmart expansion, approves minutes

The South Strabane Township Planning Commission recommended preliminary/final approval for the Old Mill plan of lots (revision number 6) and recommended the Board of Supervisors consider final land development approval for a proposed 6,700-square-foot Walmart expansion.
During the Old Mill discussion, applicant representative Pat Cooper of Gateway Engineers confirmed prior review comments were addressed and the commission asked that the plan label a private road; the commission then voted to recommend preliminary/final approval with that notation.
On the Walmart application, Andrea Syringer of Duberry Engineers said the project adds a 6,700-square-foot addition and revises the pickup area. The commission discussed landscaping and a development agreement and voted to recommend the application to supervisors "subject to the engineer's comment," as recorded in the January 26 review letter.
Administrative business: the commission approved minutes for Nov. 6, Dec. 4 and Jan. 8. The transcript records abstentions during votes: on the Dec. 4 minutes "Joe and Paulo" were recorded as abstaining, and on the Jan. 8 minutes "Joe Koffko" was recorded as abstaining.
What the actions mean: the commission's recommendations forward the subdivision and the Walmart expansion for final action by the Board of Supervisors and do not by themselves grant final municipal approvals. Applicants must still satisfy engineer comments and any supervisor requirements before projects proceed.
The commission also discussed code-enforcement follow-up for a long-unoccupied property and asked staff to report back on the manager's site visit. Several of these items passed on voice votes during the meeting.
