Route 20 landfill visioning moves forward; long-term water-supply warrant article set for Finance Committee review

Michael Spelman updated the Board on the Route 20 Landfill Visioning Committee’s work, describing 10 possible uses that the committee has discussed: open space, solar installation, rectangular grass fields, a dog park, shared surface parking, school bus parking, shared restrooms, a lay-down area for public-works materials, a vegetated perimeter buffer and an amphitheatre. Spelman said the committee has engaged The Collaborative to prepare designs and believes the site can accommodate multiple uses, though he noted environmental, engineering and permitting challenges will require careful study. Board members asked about permitting for food trucks and said pedestal-mounted solar arrays could be discussed.
Tom Holder reported the long-term water-supply warrant article was filed before the Jan. 15 deadline and is now with the Finance Committee. Carl Barnes, representing the Finance Committee in the meeting, said there has been no formal Finance Committee vote yet but he expects only minor language edits and called the article “in great shape.” The board discussed scheduling a public forum prior to Town Meeting and Holder said he will work to arrange a forum the week of April 6.
The committee’s design engagement and the timing for a public forum create next steps for public outreach and Finance Committee review.
