Finance director presents Q2 budget workbook; NORESCO results will be tracked by vendor and operations staff

Finance Director Catherine Gabriel presented a Q2 budget update to the Finance Committee on Jan. 13, 2026 and demonstrated a web-posted Excel workbook designed to let users filter revenues, expenses and revolving funds across FY23–FY25 and the first half of FY26.
Gabriel said the workbook and the budget documents supplied to the Finance Committee include three years of actuals and the first half of FY26, and that the spreadsheet will be continuously updated on the town website. Committee members asked for views sorted by percentage of budget used; Gabriel said the Town Accountant already produces percentage-used reports.
Committee members also asked about NORESCO, the energy-performance contractor. Gabriel said NORESCO savings and expenses will not be reflected in the FY27 budget and that the Finance Department will not be responsible for ongoing tracking; the company will track results and Gabriel recommended Facilities or the Highway Department also oversee monitoring.
The Finance Committee did not take a formal budget vote during the meeting; members were briefed on the Q2 materials and directed to the spreadsheet for ongoing review.
