Logan County Fiscal Court adopts budget amendment, approves promotions and bridge bid

The Logan County Fiscal Court on May 26, 2026, unanimously approved a second reading and adoption of Ordinance No. 26-220-06 (Budget Amendment No. 3), accepted a bridge construction bid contingent on state funding, and approved staff promotions and several budget transfers during a regular session at the Logan County Courthouse in Russellville. Judge Phil Baker presided and six Justices were present.
The court adopted Budget Amendment No. 3 to add $84,690.39 in unbudgeted receipts and to increase expenditures by the same amount. The amendment records $28,995.39 in additional LGEA mineral-tax receipts and $55,695 in miscellaneous revenues. The amendment directs $55,695 to an ER Carpenter Grant (Search and Rescue) in the General Fund and $28,995.39 to contingent appropriations in the LGEA fund. Jason Harper moved the ordinance and Chris Wilcutt seconded; the motion passed on a unanimous roll-call vote.
The Treasurer’s Financial Statement for April 2026 was acknowledged by the court and lists fund balances including General $1,034,908.80; Road $742,988.90; Jail $142,292.46; Occupational Tax $3,625,622.53; Special Reserve Fund $6,218,985.21; and other restricted funds noted in county records. The court also approved multiple budget transfers submitted by the Treasurer, reallocating modest sums between line items (examples include $4,965.24 moved from Jail utilities to Jail building repairs and $3,810.41 moved from Health Insurance to Payroll Clerk/Benefits Coordinator), all by unanimous votes.
On personnel matters, the court approved two promotions at the Logan County Detention Center effective May 25, 2026. Tyler Davenport moved, and Jason Harper seconded, promotion of Jesse Dyer from Sergeant (3-year rate $18.74) to Captain (3-year rate $20.74). Jamie Goodwin moved, and Chris Wilcutt seconded, promotion of Elsie Skipworth from Deputy Jailer (1-year rate $17.39) to Sergeant (1-year rate $18.39). Both promotions carried unanimously.
For county infrastructure, the court accepted a bid from Scott and Murphy, Inc. to construct a bridge on Homer Insco Road for $77,826.00. The acceptance is explicitly contingent on receiving the 80/20 bridge funds from the Kentucky Transportation Cabinet Department of Rural and Municipal Aid. Jason Harper moved acceptance and Tyler Davenport seconded; the vote was unanimous.
The court approved an American Rescue Plan Act State and Local Fiscal Recovery Fund expenditure of $6,751.79 for Hopkinsville Electric Service on a unanimous vote. The court also approved continuing maintenance for all roads in each magisterial district and authorized a public road hearing to consider rerouting the entrance of Guy Canler Road, removing 924 feet of old road and adding 1,081 feet of new road to the county system; Anne Crawford moved the hearing authorization and Jason Harper seconded it.
ECC Director Ginger Lawrence announced installation of a new phone system and said staff are working out minor issues following the switch. Solid Waste Coordinator Nathan Cockrill reported that Lewisburg School won first place in the small-school category of the county can-recycling competition with 143,990 cans collected.
