Board adopts organized County Code and appoints Marcie Zon to library board after split nomination

The Wythe County Board of Supervisors on May 26 considered adopting an updated County Code compiled by MuniCode (a CivicPlus division) that reorganizes existing ordinances without changing substantive law.
Deputy County Administrator Matthew C. Hankins told the Board the codification updates out-of-date code references and removes moot sections identified by court or General Assembly action. "The new Code makes finding local law easier for users, streamlines the county's fees and assessments schedule, and maintains reserved sections for future Code amendments and new ordinances," Hankins said. He requested adoption effective July 1, 2026, which would include a comprehensive fee schedule. Hankins confirmed there are no new ordinances contained in the codification and staff can provide a summary of any deleted or updated sections upon request.
At the same meeting Vice Chair J.W. "Dicky" Morgan nominated Marcie Zon and Supervisor Sarah P. Crockett nominated Alma Watson to fill a vacancy on the Wythe-Grayson Regional Library Board. After the two nominations, the Board voted to appoint Marcie Zon by the following roll call: AYES — Bradley D. Martin, Jesse R. Burnett, Rolland R. Cook, J.W. "Dicky" Morgan, Stacy A. Terry, James D. "Jamie" Smith; NAY — Sarah P. Crockett.
What happens next: if adopted at a subsequent vote (the staff recommended adoption effective July 1), the new codified County Code will be published online via the MuniCode library and include a consolidated fee schedule. The newly appointed library board member will fill the current vacancy pending any required onboarding procedures.
