Hampton Township Council installs leaders, confirms appointments and approves 2026 TRAN at 3.4%

Hampton Township Council convened its Organization Meeting at 7:00 p.m. on Jan. 5, 2026, in the Council Chambers at 3101 McCully Road. Municipal Manager R. Jeroski opened the session; Judge Tom Swan administered the swearing‑in for councilmembers listed in the minutes.

Dr. Carolynn R. Johnson was nominated and elected president of Hampton Township Council after a roll call vote accepting the nomination. Following that vote, Dr. Johnson nominated Bethany Blackburn as vice president; the council approved that nomination by roll call vote.

The council set its regular 2026 meeting schedule to the second and fourth Wednesdays of each month, with exceptions in November (Nov. 4 and Nov. 18) and December (Dec. 2 and Dec. 16). The schedule was adopted by unanimous roll call vote.

Council approved a slate of committee assignments covering administration, public safety, fire department liaison, school board liaison, community services, community development and planning, environmental services, water authority liaison, museum and library liaisons, youth sports advisory, and the economic advisory board, as presented on the organization agenda.

The body also approved organizational delegates to intermunicipal and statewide groups: Dr. Carolynn R. Johnson as representative to the North Hills Council of Governments with A. Midgley as alternate; D. Sciulli as voting delegate to the Pennsylvania State Association of Township Supervisors (PSATS); A. Midgley as voting delegate to the Allegheny League of Municipalities (ALOM); B. Blackburn as delegate to the Allegheny County Association of Township Officials (ACATO); and R. Jeroski as the township's voting delegate to the Pennsylvania Municipal League (with alternates recorded as shown on the agenda). These appointments were approved unanimously.

On board and commission business, the council took several votes: it tabled a Planning Commission appointment for the four‑year term expiring in 2029; appointed Ron Deems to the UCC Board of Appeals (three‑year term expiring 2028); appointed Gina Moser to the Zoning Hearing Board (five‑year term expiring 2030) while tabling action on an alternate position for an unexpired term; appointed Christopher Lochner to the Hampton Shaler Water Authority (five‑year term expiring 2030); appointed Bethany Blackburn to the Shaler Hampton EMS (three‑year term expiring 2028); and appointed Jane Hallinan and John Heggestad to the Environmental Advisory Council (three‑year terms expiring 2028) while tabling two unexpired‑term vacancies.

In a formal finance action, the council adopted Resolution No. 1121 regarding the 2026 Tax and Revenue Anticipation Note (TRAN), awarding the contract to FNB at an interest rate of 3.4%. The roll call vote recorded Councilmember D. Sciulli as abstaining; the remaining members voted in favor.
