CTIDA director flags possible PA Sites grant pass-through for Nittany Mall; board to seek part-time contracted Economic Development Specialist

Keri Kenepp, the College Township Director of Community and Economic Development and newly assigned CTIDA executive director, told the board at the Jan. 21 meeting that she began the role on Jan. 5, 2026 and that Governance Committee discussions were underway concerning part-time contracted administrative services.
Kenepp said she was approached again about CTIDA serving as a pass-through entity for a PA Sites grant to support revitalization work at the Nittany Mall property; she said the matter will be added to the Authority's February meeting agenda for further consideration. She also reminded members of the upcoming Focus Central PA Industrial Development Forum in March.
Chair Ray Liddick recessed the regular meeting at 4:28 p.m. for an executive session to discuss a personnel matter and reconvened at 5:03 p.m. Following that discussion, the Authority reached consensus to move forward with seeking a part-time Economic Development Specialist as contracted services to the Authority for 25 hours per week to support its work.
The minutes do not record hiring details, a compensation rate, or a formal contract authorization at this meeting; members directed staff to pursue the contracted role and return with specifics for subsequent meetings.
