The Woolwich Township Joint Land Use Board voted June 6 to adopt a Master Plan amendment that would permit outdoor cannabis cultivation as a conditional use in the township's 5A zoning district and to recommend that the township governing body deem Ordinance 2024-12 "not inconsistent" with the Master Plan.
Planner Ashton Jones introduced a Master Plan consistency letter dated May 24, 2024 and summarized the proposed policy change, telling the board that the amendment is intended to establish clear township policy on where and how cannabis cultivators could operate. The board opened and then closed the public-comment period by unanimous consent before voting.
The motion to adopt the Master Plan amendment (Res#2024-24) passed on a roll call that recorded yes votes from Grasso, Juliano, Matthias, Morgan, Morris, Moorer, Kauffman, Rushton and Maugeri. The board then moved to recommend Ordinance 2024-12, which would change the 5A zone to include outdoor cannabis growing facilities; that recommendation (Res#2024-25) likewise passed on the same recorded roll call.
Planner Jones noted that the JLUB’s action is an advisory determination of consistency; the governing body retains final authority to enact zoning changes and may act with or without the JLUB’s recommendation. The board did not record specific operational or licensing conditions in the JLUB minutes; the ordinance and any subsequent municipal regulations will determine site-level standards and permitting requirements.
Next steps: the JLUB forwarded Res#2024-24 and Res#2024-25 to the township mayor and committee for consideration. The committee’s calendar and any public hearings on Ordinance 2024-12 were not specified in the JLUB minutes.
