East Whiteland approves data‑center preliminary plan, other development actions and multiple grant applications

On June 12 the East Whiteland Board of Supervisors approved several planning and infrastructure items, including preliminary approval for a Swedesford Road data center, final plan approval for an amended Knickerbocker redevelopment, multiple grant resolutions and project awards.
Director of Planning and Development Zach Barner presented LD‑14‑2023 (Swedesford Road Data Center, Green Fig). Staff reported a resolution with project‑specific conditions that requires post‑development testing and monitoring to ensure noise levels are not exceeded and calls for architectural renderings to address window and reflective design details. Barner said the applicant is pursuing an NPDES permit and anticipates moving forward in the fall. The board granted preliminary approval by unanimous vote.
The board approved LD‑13‑2021 (Anfield at Malvern, Toll Mid‑Atlantic) as an amended final land development for the Knickerbocker redevelopment. A board member asked whether the township has a dark‑sky ordinance; Barner said no but noted existing shielding requirements. The board approved the plan unanimously.
The supervisors also approved several capital and grant items: Resolution 2024‑24 supporting a GTRP grant application for a trail connection study (GVCO to Bacton Hill Park); Resolution 2024‑25 (ARLE grant for Route 352 overhead clearance improvements); authorization to advertise the Route 401 Traffic Signal Project; award of the 2024 Paving Part 2 Project to Highway Materials for $144,253.70; and advertisement of a zoning text amendment for the Corporate Gateway Overlay. The board approved a waiver request for ES‑9‑2024 (148 Planebrook Road) subject to a satisfactory O&M agreement and accepted extensions for Greystar Apartments and the Bishop Tube final plan.
On the consent agenda the board approved the May 8 minutes, ratified payment of bills totaling $864,876, accepted the April treasurer’s report, approved an assessment settlement of $3,987,000 for parcel 42‑02‑0010, and consented to a repository sale of parcel 42‑6‑2 for $1,000. Other personnel and procurement items included approval of a 2024 Dodge Durango for police at $45,915 and the appointment of Michael Maguire as a part‑time firefighter/EMT.
