Leacock Township elects officers, confirms staff and professional appointees in organizational meeting

At its Jan. 5, 2026 organizational meeting, the Leacock Township Board of Supervisors unanimously elected Mike Sensenig as chairman, named Frank Howe vice chairman and secretary/treasurer, confirmed administrative staff and appointed solicitors, engineers and auditors; bonds and depositories were also set.
The Leacock Township Board of Supervisors held its organizational meeting Jan. 5, 2026, beginning at 4:30 P.M. and adjourning at 4:57 P.M. The board, recorded as Mike Sensenig, Donald Gentzler, Frank Howe and James Donovan present, unanimously approved a slate of officers, administrative staff, professional appointees and financial safeguards.
After Mr. Howe served as temporary chair, the board elected Mike Sensenig as chairman; the motion was moved by James Donovan and seconded by Donald Gentzler. The board then nominated Frank Howe as vice chairman and appointed him secretary/treasurer, each motion passing unanimously.
The board approved personnel appointments including Jenifer Baxter as Office Manager, Christopher Slaymaker as Township Manager, Joseph Kennedy as Zoning Officer, Donald Strohm as Roadmaster and James Houser as Public Works Director. The board also appointed Christopher Slaymaker as Chief Administrative Officer for the township pension plan. The minutes note that there are no supervisors employed by the township; this language was recorded during the organizational business.
Administrative and financial items approved by unanimous votes included affirmation of meeting dates, times and places; setting employee wages as presented and approved in the budget; reaffirming holidays in the policy manual; and setting the treasurer’s bond at $1,000,000 and bonds for the assistant treasurer and office staff at $1,000,000.
The board named Appel Yost & Zee as township solicitor with Morgan, Hallgren, Crosswell & Kane as backup solicitor. Hanover Engineering was appointed township engineer with HRG as backup, and HRG was also named MS4 engineer. The board appointed Barbacane, Thornton & Co. to audit the 2025 records and selected Truist, Bank of BIH, Ephrata National, Univest and Pligit as depositories.
The board certified the entire board as delegates to the State Educational Conference and designated Christopher Slaymaker as the voting delegate. It also appointed or reappointed several local positions: Mahlon Stoltzfus as chairman of the Vacancy Board; Dale High to the Municipal Authority for five years; Kevin Southam to the Zoning Hearing Board for three years; and Tim Stoltzfus to the Planning Commission for four years. Lancaster County was named as the tax collector.
All motions recorded in the minutes passed by unanimous vote. The organizational meeting was adjourned at 4:57 P.M. The minutes were signed by Jenifer Baxter, Office Manager.
