Town of Malone board adopts SEQRA finding for Tractor Supply, re-bids bleachers, OKs payments and schedules repairs

The board adopted Resolution 155‑2024 declaring that the Tractor Supply Co. interior remodel and minor addition at 3184 State Route 11 is a Type II action under SEQRA (§617.5(c)(1) and (9)) and requires no further environmental review. The motion was seconded and adopted with five ayes recorded.
Earlier under old business the board approved Resolution 151‑2024 to re-bid the Veteran’s Field bleachers and authorized a letter to the Village of Malone with the board’s comments on the Thomas Hill Solar Farm SEQR submission. The board also adopted Resolution 152‑2024 giving Supervisor Andrea Stewart permission to sign medical-physical forms for Alan Durant, John Kissane and Thomas Soulia and to forward them to the Franklin County Self Insurance Plan.
Clerk Abby Monica was authorized by Resolution 156‑2024 to sign a modified License Issue Agent Agreement with the DEC. The board approved bills listed in Batch No. 1463 (Vouchers 475–527), covering multiple funds and totaling $239,850.72, by Resolution 157‑2024. The motion to pay the bills passed with five ayes recorded.
Deputy Supervisor Terrence Maguire reported on a late‑May NYSDOT Route 11 meeting, saying the Village police chief and multiple residents raised traffic concerns but that DOT indicated it did not see a traffic problem and plans only to add two pedestrian islands; Maguire said DOT indicated this would be the final meeting on Main Street. During new business resident Mark Gonyea presented photos of a damaged guardrail on Webster Street; Highway Superintendent Michael Andrews said he and his deputy inspected the site and crews will begin repairs after paving operations are complete.
The board adjourned at 6:58 p.m. and scheduled its next regular meeting for June 26, 2024 at 6:00 p.m. at 27 Airport Road.
