Portland council unanimously approves minutes, two ordinances and a holiday street closure

The City of Portland City Council unanimously approved several routine items at its Oct. 21 meeting, including the Oct. 7 minutes, two ordinances on second reading and a temporary street closure for a downtown Holiday Festival.
The council approved the Oct. 7 minutes on a motion by Council member Kent McClung, seconded by Council member Ashley Hilfiker; the roll-call vote was unanimous. The council then approved a motion by Council member Ron May, seconded by Council member Matt Goldsworthy, to close East Main Street from Meridian Street to Harrison Street on Nov. 16 from 2 to 8 p.m. for a Holiday Festival that will host a variety of vendors.
On second reading the council approved Ordinance 2024-17, amending Chapter 34 (Finance and Revenue) to allow budget transfers to be made within like categories by the Clerk-Treasurer. Council member Kent McClung moved to approve the ordinance; Council member Matt Goldsworthy seconded and the measure passed by unanimous roll-call vote.
The council also approved Ordinance 2024-18, a correction to Chapter 32.052 (Progressive Discipline) that reverses a typographical error in the prior text. The original language incorrectly stated that an employee relieved from duty for discipline "WILL be paid" for suspended days; the corrected ordinance clarifies the employee "will NOT be paid." Council member Kent McClung moved for approval, Council member Mike Aker seconded, and the ordinance passed unanimously.
