The Design Review Board approved two adjacent two-story homes proposed by architect Juan Castillo (DRB-2024-022 and DRB-2024-023) after extended discussion on tree preservation, drain-field conflicts and grading details. The approvals were unanimous and conditioned on recording separate folio numbers, submitting tree removal permits and meeting grading cross-section requirements identified by public works.
Staff described Lot 1 (corner lot) and Lot 2 (interior lot) at 6302 SW 42nd Street as nonconforming by frontage and lot area but eligible for new construction where required yard dimensions and other zoning requirements are met. Staff provided the allowable coverage and FAR figures for both lots and emphasized conditions requested by public works for additional grading sections and the requirement to record separate folio numbers so addresses can be assigned for permitting.
Board members and the landscape architect discussed how to comply with tree-count requirements on tight sites and how septic and drain-field locations constrain where canopy trees can be planted. Mariano Corral urged caution about large canopy species near drain fields and suggested smaller or more vertical trees for constrained lots; landscape architect Manuel Unenciva acknowledged coordination gaps and noted revisions could meet the required three trees per lot.
Mariano Corral moved to approve both applications "with staff comments and member comments," Rebecca Cruz seconded and the board voted 5-0. Conditions include recording folio numbers for each lot, submitting tree removal permits and providing an erosion and construction control plan; staff will work with applicants to ensure grading cross sections and public-works comments are addressed prior to final administrative approval by the planning director.
