S1 explained that the state emergency office (Cal OES) advised a limited solicitation because the work involves sensitive cybersecurity materials; staff solicited a small number of proposals and recommended GHD based on prior knowledge of the system and available senior staff. "They did our master plan... they also identified some of their personnel and many of them are folks that work on our system now," S1 said when explaining the recommendation.
The board discussed responsiveness and prior project communication with GHD on other construction projects. S7 moved to award the contract to GHD; the motion was seconded and approved by roll call. S1 noted the proposed budget included room to seek reimbursement from a local cybersecurity grant (approximately $250,000) for eligible work.
Staff will finalize contract documents, coordinate grant reimbursement items and report back on project start dates and project closeout steps.
