City commission certifies runoff, swears in David Espinal as mayor pro tem

The city commission approved a resolution canvassing the results of the March 14, 2026 special runoff and declared David Espinal elected mayor pro tem, the commission announced during its meeting. The Ellis County elections administrator certified the official results: Chad Wester received 333 votes (40.02%) and David Espinal received 499 votes (59.98%).
Commissioner Fockenbach moved to approve the canvass; Commissioner Watson seconded the motion. The presiding officer called for the vote and vocal responses of “Aye” were recorded. The presiding officer announced that the ayes had it and the motion carried, approving the certification of the runoff results.
Under Item B‑2 the commission presented the certificate of election to David Espinal and administered the oath of office. As he took the oath, David Espinal pledged to “assert, protect and defend the Constitution and the laws of the United States,” the commission recorded. The presiding officer congratulated him and invited him to take his seat.
With no further business, the presiding officer adjourned the meeting at 06:10. A committee member closed with brief community remarks, wishing luck to the varsity boys baseball team and noting the girls softball team’s standing and upcoming home game.
