Vienna planning board notes resignation, reschedules hearings and follows up on solar‑facility issues

Secretary Kathy Pavelock told the board that member Dave Gigon had submitted his resignation; the letter was forwarded to Supervisor Davis, Liaison Darrin Smith and Town Clerk Huber, creating a vacancy on the board. Pavelock also reported that the applicant for the previously approved Distributed Solar Photovoltaic Facility (SUP2023-06, 5,000 kW) had resubmitted a 239m review to Oneida County Planning and that some questions remain about lot configuration, setbacks and electric service that Attorney Rossi is addressing.
During "Other" business, member Mike Piper asked whether the board should recommend the town council reduce the planning board from seven to five members. Board members discussed pros and cons and noted that, under State Law, a reduction takes effect when the two affected members' terms expire (for example, terms ending Dec. 31, 2025 and Dec. 31, 2026 would not be refilled). Bill Shaughnessy and others said some members prefer retaining seven members.
The board set its next regular meeting for March 20, 2025, with new agenda items due March 13, 2025, and adjourned at 8:04 p.m.
