Applicant Richard Woodcock provided updated plans and status information on March 20, 2025 for a proposed seasonal campground at 7720 Higginsville Road. The proposal described up to 50 sites, a manufactured home, and a pavilion on a ~106.84‑acre parcel in Zone WR.
Woodcock told the board he had coordinated with the NYS Department of Environmental Conservation on outstanding items, and with Oneida County Health, which will require periodic reviews and a restroom within 500 feet of the farthest site (the applicant indicated plans for a movable restroom). He also reported that he received notification that an archaeological survey would not be required because ground disturbance will be minimal. The applicant said a restroom and septic/pump‑out plan and electrical and water services remain to be finalized.
Board members requested that a professional engineer organize the application materials and plans so the board can take further action. The board also asked the applicant to contact the U.S. Army Corps of Engineers (Buffalo) as part of site review considerations. The minutes note the board discussed setbacks (40 feet) and said the applicant would delete sites if necessary to meet those setbacks.
