Vienna planning board ratifies 5 MW Vienna PV solar approval and grants one‑year extension

The Town of Vienna Planning Board voted on March 20, 2025 to ratify its earlier February 15, 2024 approvals for a 5 MW AC community solar facility proposed by Vienna PV, LLC (original application submitted by Vienna PV, LLC and represented in minutes as the Applicant) and to extend the applicant’s special use permit for one year from the date of the resolution.

The resolution states the board previously categorized the project as a Type I action under the New York State Environmental Quality Review Act (SEQRA), prepared a full Environmental Assessment Form Part 1, and issued a Negative Declaration before approving the site plan and special use permit on Feb. 15, 2024. The board noted Oneida County was referred under Section 239‑m of the General Municipal Law and recommended approval; the minutes say the county again recommended approval after the recent referral.

At the March 20 meeting David Carpenter moved to adopt the resolution, seconded by Martha Link; the roll call recorded unanimous affirmative votes from the sitting members. The adopted resolution ratifies the Planning Board’s prior approvals and extends the special use permit for one year. The resolution incorporates prior approvals with conditions by reference and makes final approval subject to those previously stated conditions.

The project is described in the resolution as a 5 MW AC distributed solar photovoltaic facility to be located at 2930 NYS Route 9 (site parcel identifiers cited in the resolution). The resolution was recorded and signed by the Planning Board Secretary in the minutes.
