Vienna board sets hearing for proposed 160-foot Verizon cell tower, requests decommissioning study and SHPO letter

Board members pressed the applicant for technical and documentary details: a SHPO (State Historic Preservation Office) letter for the site, a decommissioning-bond study (the applicant referenced an $80,000 bond comparable to a nearby Maple Flats tower), an updated fall-zone letter (the original application referenced a 160-foot fall zone; the applicant said an updated letter shows an 81-foot fall zone), drainage and grating details, and a copy of the lease portion redacted in the applicant's handout that relates to access and underground power-line maintenance through town property.
The board also asked for specifics about utility meters, topsoil and seeding areas outside the fenced compound, potential screening (visibility slats or plantings) and bulb specifications if a light is installed at the top because a private airstrip is nearby. The Planning Board agreed by consensus to accept the ZBA's SEQR materials for this site; Secretary Kathy Pavelock will obtain SEQR documents from the ZBA file for inclusion in the planning board record.
Next steps: the public hearing on Feb. 20 will allow neighbors and other stakeholders to comment. The board indicated it will review the requested materials before taking a final vote.
