Library director warns of proposed cuts to capital outlay and community programming

Julie Phillips, Botetourt County’s library director, reported at the April 8 board meeting that the Board of Supervisors Budget Subcommittee reviewed the library’s budget and preliminarily proposed cuts that would eliminate $35,000 in Capital Outlay (split into a $10,000 incentive fund and $25,000 allocated for the ongoing security camera project) and reduce Community Programming by $10,000.
Phillips presented the changes as preliminary; trustees Brandi Porter and Warren Clark told the board they had advocated for library funding at the supervisors’ budget work session earlier in the process. The trustees did not record a new formal direction or vote on the county budget during the meeting.
Trustees and staff noted that the proposed reduction to the security camera allocation could affect branch safety planning, especially for rural locations such as Eagle Rock; Ms. Jennifer Hannah had earlier described security-camera needs for that branch. The board asked staff to continue work on strategic planning and resource requests; staff will return next month with a proposed framework for implementing Strategic Priority #4 (Celebrate Local Stories & Heritage).
The board approved the February minutes as amended and completed routine business; no binding county budget decisions were made at this meeting.
