East Caln Board names 2026 officers, approves slate of appointments and meeting rules

Bruce Taylor was elected chairman of the East Caln Township Board of Supervisors on Jan. 5, 2026, as the board adopted a slate of officers and annual appointments for the year.
At the organizational meeting, the board unanimously approved Resolution 2026-01 electing Bruce Taylor chair, Resolution 2026-02 electing Charles A. DeLone 1st vice chairman and Resolution 2026-03 electing Donald P. Ash 2nd vice chairman. A single motion by Charles A. DeLone, seconded by Donald P. Ash, carried the three resolutions.
The board approved a series of administrative and professional appointments for 2026. Barbara M. Kelly was reappointed manager/secretary and her bond was set at $750,000 (Resolution 2026-04). Michael O’Brien was appointed assistant township manager, assistant secretary, zoning officer and code enforcement officer (Resolution 2026-05). M. Cynthia Quinn, CPA was appointed treasurer with a $750,000 bond (Resolution 2026-06). The board appointed Unruh, Turner, Burke & Frees as township solicitor with Andy D.H. Rau, Esq. as lead counsel, and named Buckley Brion McGuire & Morris LLP and Bellwoar Kelly, LLP as alternate special conflict counsel.
The board also confirmed Pennoni Associates, Inc. as township engineer and EB Walsh Associates as the sewer compliance engineer for Act 537, Chapter 94 and MS4 requirements, and appointed the firm of Barbacane Thornton to conduct the township’s 2025 audit. S&T Bank, WSFS, First Resource Bank, Citadel Federal Credit Union and the Pennsylvania Local Government Investment Trust were designated depositories for township funds.
Appointments to local boards included Stephen Pizzi as chairman of the Vacancy Board, reappointments of Gary Sheridan and Ryan Marshall to four-year terms on the Planning Commission, and the reappointment of Patrick Miller to the Zoning Hearing Board. John H. Kiefel, Esq. was appointed solicitor for the Zoning Hearing Board.
Operational appointments adopted by the board included Richard Hicks as fire marshal at $75 per hour plus mileage reimbursement; Rich O’Brien of Keystone Municipal Services as building codes official; Gary Sheridan as emergency management coordinator and John Kobell as deputy emergency management coordinator. The board also appointed Eagle Contracting as the township’s public works contractor for 2026.
The board adopted administrative policies and schedules for the year, including office hours (Monday–Thursday, 8 a.m.–4 p.m.; Friday, 8 a.m.–2 p.m.), a 2026 holiday schedule and a $50 per-meeting compensation for members of the Zoning Hearing Board and Planning Commission. It adopted park rules for East Caln Township Park at Bell Tavern and set its regular meetings for the third Wednesday of each month at 1:30 p.m., with December meetings to be held the second Wednesday unless otherwise advertised. The board’s public meeting rules explicitly reference compliance with the Pennsylvania "Sunshine Act," Act of July 3, 1986, P.L. 388, No. 84.
All organizational resolutions presented on Jan. 5 were approved by unanimous vote.
