Hicks read the society's request and Ilene Ruroede, present for the request, said the carnival begins the next day and described discounted armbands and ongoing sponsor solicitation. Commissioner Hicks moved to approve the request and Commissioner Joshua L. Kuhnert seconded; the council voted unanimously to grant the $1,500 donation.
