The memo distributed with the packet described the IMA as “effective and retroactive to Oct. 1 through Sept. 2030” and said the village would receive roughly $3,800 per year under the agreement. Staff explained the compensation is a flat amount based on lane mileage and is adjusted annually by the municipal tax‑cap factor.
Trustees questioned the economics and liability. One trustee asked whether the payment was a flat annual amount or tied to each snow event and said he was surprised the village would assume additional insurance and liability for such a small sum. Staff said the arrangement follows long‑standing practice with county IMAs and argued the agreement supports public safety and operational efficiency.
“Once again, the village would be responsible only for snow and ice removal; paving and related capital work would remain the county’s responsibility,” staff said, and recommended approval in the packet memo. No formal vote was recorded on the IMA during the work session; trustees agreed to call the item up during the regular board meeting or in future agenda materials.
The board also confirmed it would call for a public hearing on an unrelated local law that is still under review by staff.
