Pelham trustees approve police appointment, deputy clerk promotion, county IMA and accounts payable

The motion was made, seconded and carried by voice vote with aye responses recorded from trustees and the presiding official.
Deputy village clerk: Trustees approved a resolution moving the deputy village clerk, Gianna, from part time to full time effective retroactive to Jan. 5, 2026. The record includes an attendance clarification during the roll call on that item; the board carried the motion.
Intermunicipal agreement: The board authorized an intermunicipal agreement (IMA) with Westchester County for county handling of snow and ice removal on Lincoln Avenue; the administrator explained the village is progressing on preparations for winter maintenance needs and the motion passed on a voice vote.
Accounts payable and minutes: Trustees authorized accounts‑payable disbursements for this cycle: the presiding official listed $850,006.77 for the general fund and $267,984.04 for capital projects, for a combined total of about $1,118,006.81 as presented at the meeting. Trustees also approved the Dec. 9 organizational and regular meeting minutes as amended.
Staff answered trustee questions on specific line items: Administrator Scalza said Civic Smart Parking Technologies charges listed are for bank chargers for lithium‑ion meter batteries, and explained that a traffic‑signal cabinet and wiring at Wolfson/Sparks failed over the winter break and required full replacement (pedestrian signal heads had been upgraded previously).
