Lower Alsace approves Duryea Hillclimb permit, moves to address dirt bikes and an unpermitted Airbnb

The Lower Alsace Board on July 11 approved a special-event permit for the Duryea Hillclimb, with the condition that the City of Reading give final approval. The motion to approve the permit was made by Supervisor John Theodossiou, seconded by Supervisor Ann Sellers, and carried unanimously.
Police Chief Ray Serafin reported he and other department representatives met with the Berks County District Attorney to discuss a draft amendment to the township’s traffic ordinance to address problems with dirt bikes, all-terrain vehicles and similar unregistered vehicles. Chief Serafin and Solicitor Kelsey Frankowski said the draft will include guidance on disposition of seized vehicles and an appeals process; additional edits are required and a revised ordinance will be presented at the August meeting for advertisement.
The Township also reported issuing a cease-and-desist order to an Airbnb operating on Eagle Lane that has not applied for a Special Exception variance. Township staff contacted the owner and instructed that operations cease until zoning approval is obtained. The Board did not vote to levy fines or set a timetable beyond pursuing zoning compliance and monitoring the situation at the August meeting.
