Lower Alsace moves forward on $1.2 million Carsonia Avenue multimodal project, approves engineering costs

Lower Alsace Township supervisors voted to incur necessary engineering costs to advance a planned multimodal streetscape on Carsonia Avenue, moving the project from preliminary planning toward design and bidding.
Township Engineer Joe Rogosky presented preliminary project costs and said the work is expected to be funded by a state Multimodal grant of $850,000 and roughly $350,000 of American Rescue Plan Act funds, for about $1.2 million in total project resources. Rogosky said the board will further discuss the extent of work that $1.2 million will support at the September meeting.
Supervisors approved engineering expenditures tied to the grant and directed staff to proceed with grant-related engineering tasks. The minutes note the funding split and that the engineer and manager will return with more detailed scope and cost estimates at the next meeting.
The engineer also reported on the township's 2024 paving schedule (Hill Road and Old Spies Church Road oil-and-chip work set for Sept. 9–13) and discussed guiderail and stone-wall damage at sites around Antietam Lake and Lewis Road; the board directed the engineer to get repair cost quotes and to pursue county cost-sharing where appropriate.
