Dallas to pursue state Neighborhood Revitalization (CDBG) grant application

At a public hearing on May 14 the Town of Dallas Board of Aldermen voted to pursue an application to the North Carolina Neighborhood Revitalization Program, a statewide competitive category of the NC Community Development Block Grant (CDBG) program that offers up to $750,000 per award.
Staff described the program’s allowable housing activities (rehabilitation, acquisition, clearance and related housing work), eligibility rules (benefits must serve low‑and‑moderate‑income persons or address slums and blight), and the 30‑month grant period. The board noted that Centralina Council of Governments (CCOG) would provide application preparation and, if awarded, grant administration; the town would pay an upfront fee of $3,500 to CCOG for services provided by consultant James Luster. Staff said the $3,500 would be reimbursable from grant funds if the application is successful.
An audience member asked where the eligibility criteria are set; staff responded that eligibility is set by the program and that the town will hold a second public hearing after the draft application is prepared to give more detail. The application deadline was noted in the exhibits as July 27, 2018.
Alderman Huggins moved to enter the public hearing; Alderwoman Morrow seconded and the board voted unanimously to hold the hearing and then to approve proceeding with the application and associated consultant engagement.
Next steps: staff to draft the application with CCOG assistance, hold a second required public hearing prior to submission, and return to the board with a final application for ratification if applicable.
