Moultonborough selectmen authorize P&S and send $3.6 million purchase to voters

Moultonborough — The Board of Selectmen voted Jan. 12 to authorize the town to enter into, and for the chair to sign, a Purchase and Sale Agreement for a property at 81 Whittier Highway with a purchase price of $3.6 million and sellers’ closing costs up to $148,000, contingent on voter approval at the upcoming March annual meeting. The motion passed 4-1; Vice Chairman Jonathan W. Tolman cast the lone dissent.
Selectman James F. Gray moved the authorization and to direct Town Administrator Angela Bovill to place an article on the 2026 Town Meeting warrant seeking voter approval of both the acquisition and an appropriation from fund balance for the purchase price. Selectman Karel A. Crawford seconded the motion. The board directed that the purchase-and-sale agreement be sent to the seller’s agent following the meeting for the seller’s signature.
The board had met in nonpublic session under RSA 91-A:3, II(d) (real estate) from 10:02 a.m. and returned to public session at 10:40 a.m. Vice Chairman Tolman moved to return to public session; Selectman Crawford seconded and the vote was unanimous.
Chairman Kevin D. Quinlan said the board had noticed public hearings under RSA 41:14-a but elected instead to place the question before voters at the March annual meeting. "Due to that decision, the Board is no longer required to follow the procedures of RSA 41:14-a for authority to purchase property," Quinlan said. He added the board still plans to hold one or more public hearings to inform the public and take input, noting hearings scheduled for Jan. 13 and Jan. 23.
The warrant article will ask voters both to authorize the acquisition and to appropriate the necessary funding from fund balance for the purchase price. The minutes indicate the P&S and related documents will be signed by the chair after the seller signs and that the town administrator was directed to place the appropriate article on the warrant.
The meeting adjourned at 10:42 a.m. The minutes were prepared by Executive Assistant Alison Kepple and show an approval date of Jan. 20, 2026, signed by Chairman Kevin D. Quinlan.
