Tisbury FinCom recommends approval of 2025 Community Preservation and Embarkation warrant articles

The Tisbury Finance & Advisory Committee on Jan. 8 recommended approval of multiple 2025 Annual Town Meeting warrant articles directing Community Preservation and Embarkation funds to local projects.
Allan Rogers moved and Rachel Orr seconded the committee’s recommendation to approve the Community Preservation reserves article. The committee recorded six votes in favor and one abstention (Russ Hartenstine); the motion was recorded as passed. In a separate motion the committee approved detailed Community Preservation spending and distribution as presented, which included allocations such as $85,000 for the MV Playhouse (152 Main Street), $153,000 for the Vineyard Haven Library courtyard, $50,000 for Grange Hall, $130,000 for Dukes County Regional Housing Authority rental assistance, and several Island Housing Trust projects with amounts ranging from $150,000 to $464,000.
Louise Clough moved to recommend approval of the Embarkation warrant articles, with Elaine Miller seconding. The committee’s recorded votes again reflected six ayes and one abstention (Russ Hartenstine). Embarkation spending items included $79,500 for seasonal police officer salary and equipment; $15,000 for dredge permitting, surveys and consultants for harbor and north groin future projects; $100,000 for Owen Park Pier; $24,300 to replace nine automated external defibrillators; $30,000 for Department of Public Works gateway improvements; and smaller items including harbor moorings maintenance and grinder pump/carbon filtration work at the main sewer lift station.
Committee members emphasized that these votes are FinCom recommendations to the Annual Town Meeting; final approval rests with town meeting voters. The minutes record individual member votes for transparency: Elaine Miller—Aye; Louise Clough—Aye; Rachel Orr—Aye; Russ Hartenstine—Abstain; Louis Pashman—Aye; Allan Rogers—Aye; Nancy Gilfoy—Aye.
