Bolton PZC narrows sign-regulation changes, agrees to allow roof and canopy signs

Patrice Carson, AICP, consulting director of community development, presented an updated draft of Bolton’s subdivision and zoning regulations and led the Planning & Zoning Commission through proposed changes to the town’s sign rules.
At the Nov. 12 meeting, commissioners agreed to allow roof signs (subject to the draft’s current limitations) and to permit canopy signs in commercial and industrial zones. The commission directed staff to consolidate some zone categories — combining R‑1, R‑2 and R‑3 into a single residential zone and grouping GMUIZ, RMUZ and GB into a business zone — and to add separate categories for neighborhood and industrial business zones, with updated height and setback requirements.
Michael D’Amato, the town’s zoning enforcement officer, clarified that home occupations should remain limited to a single announcement sign because those businesses are generally appointment-only; multiple-sign allowances would apply to businesses operating in residential zones, not to home-occupation uses. Commissioners also agreed to change a wording item in the standards to read, “A freestanding, low-profile sign…,” drop one design item (Item No. 5), and replace other design references with a cross-reference to Section 450‑18.13 of the existing regulations. The commission asked that sign lighting be governed by the town’s outdoor lighting rules (Section 450‑18.14).
No formal vote was taken on the revised regulations at this meeting. Carson told the commission she will provide two documents for the next meeting: one clean draft incorporating the agreed changes and one notated draft showing edits, and that those drafts will be reviewed before any submission to CRCOG. The commission requested that staff verify regulation section numbers and update references to the 'Town of Bolton' where appropriate.
The commission’s next review will include the revised draft and the notated version; staff said the material would be provided at the next PZC meeting.
