Commission reviews delineation for debris in wetlands at 37 Notch Road; professional restoration plan urged

The Bolton Inland Wetlands Commission discussed a Cease and Correct matter at 37 Notch Road on July 22 after Wetlands Agent Alyssa Barroso reported that consultant George Logan completed a wetland delineation and prepared a sketch; the full report is expected soon.
Barroso told commissioners that some of the fill on the property appears to be historic while additional material appears to have been placed by the current owner or tenant. Chair Ross Lally said he was reluctant to have the property owner or tenant perform remediation work without a formal restoration plan prepared by a professional, citing the extent of fill. Lally also said the commission would need to revisit an agricultural exemption previously granted for the southeastern corner of the property, which allowed limited farming activities.
The commission discussed scheduling a meeting to review the consultant’s report and findings with the property owner and the Town Manager and whether a site visit might be useful once staff have had an opportunity to review the delineation. No enforcement action or formal remediation schedule was recorded at the July 22 meeting.
