Elkhart County commissioners approve demolition bid, multiple contractor agreements and vehicle funding

The Elkhart County Board of Commissioners on June 1 approved a slate of routine procurement and contracting items, including a demolition contract, several independent contractor agreements with local service providers, and an appropriation for replacement county vehicles.
A motion to accept the lowest bid for demolition at 30495-3 County Road 24 in Elkhart carried unanimously; the board approved the recommendation to accept B & E Excavating's bid for $5,400. Commissioner Kevin Williams presented that item during the business portion of the agenda.
County Administrator Jeff Taylor asked the board to appropriate funds recovered from a recent county auction to purchase replacement vehicles. The agenda packet listed $26,006.50 for that appropriation; during the presentation Taylor said the amount was $26,650. The board approved the appropriation without opposition.
The board also approved an independent contractor agreement and task order for Maple City Healthcare Center Inc., doing business as CAPS; a county staff member said the agreement incorporates the county's standard contractual language (referencing ordinance 2025-43) and noted $100,000 in funding toward the organization. The motion to approve the contractor agreement and accompanying task order passed unanimously.
Similarly, the board approved a contractor agreement and a task order for the Center for Community Justice for $75,000 this year and a contract and task order for the Council on Aging of Elkhart County Inc. with $75,000 in funding. A task order for Basher Home of the United Methodist Church Inc., tied to an existing contractor agreement dated Jan. 1, 2026, was approved with $100,000 noted for capital improvements and reporting requirements.
All of the contracting and funding motions on the agenda were approved by voice vote with no recorded opposition.
The board also granted a one-block road closure on Main Street in New Paris for an Oct. 3 block party, with emergency traffic allowed through and county barricades to be used.
What happens next: The approved task orders include reporting requirements back to the county; staff did not provide individual vote tallies beyond unanimous voice approval at the meeting.
