Douglass planners consider cluster mailboxes and ordinance after PennDOT flags pedestrian safety

Township Manager Andrew Duncan said PennDOT’s guidance suggested pursuing grants for sidewalks and that the Township could explore alternatives. Meeting notes record a Mr. Stouch proposing a grant to help residents pay the first year of post‑office box rentals or placing a cluster box on Township property behind the administration building as potential short‑term remedies.
Mr. Duncan also suggested the Township consider an ordinance requiring owners of four or more apartments to install a cluster box on their property. Agency members discussed these options but took no formal vote; staff called the issue a workshop item and indicated further study and possible ordinance drafting would be required.
