Council approves Tarragon annexation after applicants offer to reimburse review costs

Uniontown The City Council on May 11 approved Resolution 18-77 to accept a modified annexation petition from Tarragon, a developer that seeks to bring roughly 18 acres and six parcels into the city.
City staff summarized the petition and recommended modifying the original request to include additional parcels to make the city boundary more regular and to include stubbed streets and utilities. City staff estimated the annexation area's 2026 assessed valuation at roughly $4,000,000 and confirmed water and sewer stub outs are available nearby. Chris Bass, the director providing the staff report, said the applicant offered to help cover processing costs, and noted annexation reviews can require significant staff time and sometimes an outside consultant.
"This annexation proposal is located on the east side of town it's about 18 acres," Bass said, adding that staff recommended the green (modified) area to keep the city boundary regular and to include roadways the Boundary Review Board would likely require.
Tarragon's representative reiterated that the project aligns with the comprehensive plan and stressed the applicant's willingness to reimburse city review costs so staff resources would not be overburdened. Alex Campbell, who identified himself as a resident outside the city limits, also spoke in support, highlighting opportunities to extend utilities and provide redundancy for the local network.
Council discussion focused on planning implications and workload. After committee review and debate, Council Member LaFleur moved to approve Resolution 18-77, and the motion passed on a voice vote with a council summary of "5 yeses, 1 no." The council directed staff to proceed with the next procedural steps for processing the annexation and to include the applicant's offer to reimburse review costs in the file.
The approval means the city will set the required review timetable and engage with the Boundary Review Board and the applicant on final map details and any required comprehensive plan or zoning follow-up.
