Salem Township awards milling/installation contract to Redstone Excavating after tie-break

Salem Township supervisors voted Aug. 20 to award the milling, pickup, transportation and installation contract for a package of township roads to Redstone Excavating LLC for a net bid of $102,000 after a $30,000 volume/staging discount.
Kerry Jobe told the board that determining a responsive and responsible bidder required evaluating whether bidders met bid specifications and demonstrated capability. Redstone provided municipal paving experience and PennDOT prequalification documentation, which the board said broke the prior tie with Hiles Excavating. The contract requires the installer to pick up materials at Tresco's Production Plant at 165 Plant Road, Export, PA.
Bob Zundel voted no on the award. During discussion he flagged a technical disagreement with the engineer over use of 9.5mm asphalt. Supervisors said Redstone has extensive municipal work across Southwest Pennsylvania and their PennDOT prequalification and references supported responsibility for the work.
What happens next: staff will finalize contract paperwork and coordinate material pickups with Redstone and the Westmoreland Council of Governments purchasing arrangement.
