Bernalillo introduces Ordinance 369 to accept $835,000 CEED energy-efficiency grant for senior housing retrofits

The Town of Bernalillo introduced Ordinance #369 on May 11 to formally approve and accept a Community Energy Efficiency Development (CEED) Block Grant from the New Mexico Energy, Minerals and Natural Resources Department (EMNRD).
Town Clerk/Administrator Ida Fierro presented the ordinance introduction and placed the ordinance text (Attachment B) and the Governmental Services Agreement (GSA) on the record. The attachments describe key program requirements under NMSA §62-17A and 19.1.10 NMAC, reporting schedules, procurement and wage compliance rules, and a project scope.
Application materials included with the ordinance show the town as the applicant for a project titled "Senior Housing Energy Efficiency Retrofits." The approved CEED application attached to the GSA lists a reduced award amount of $835,000 (the original request was $1,000,000 before a mandatory 16.5% reduction). The project overview proposes comprehensive energy assessments and retrofits for approximately 30 low-income senior households within Bernalillo with an estimated maximum average ECM (energy conservation measure) cost per unit of $25,000, detailed reporting requirements, and a schedule of deliverables and reimbursements.
The ordinance text makes acceptance of CEED contingent on enacting an ordinance that adopts the grant's terms and conditions and directs the town to implement the CEED Program consistent with the Governmental Services Agreement. The council introduced the ordinance for later adoption; the meeting record does not show final passage on May 11. If adopted and executed, EMNRD's GSA and program rules would govern procurement, reporting, and allowable measures (including health-and-safety procedures and limits on certain rehabilitation work).
Town staff identified implementation partners and program managers in the application materials (including Prosperity Works, Rebuilding Together Sandoval County, Inc. and EnergyWorks) and outlined metrics the program will track (annual kWh and Therm reductions, cost savings and CO2 avoided). Council action on May 11 introduced the ordinance for later vote and required further staff work to complete contract and procurement steps before any work can begin.
