Avon council approves tax abatements, infrastructure contracts and two ordinances

Council members present — President Dawn Lowden, and Members Bill (William) Holland and Robert Pope — voted unanimously (3-0) to approve a cracksealing contract and a preservative seal project after public works presenter Steve Moore presented quotes for both projects. Robert Pope moved both approvals and Bill Holland seconded, with roll-call votes recorded as 3-0.
The council reviewed 2026 tax abatement compliance forms for a set of private developments, including Avon Logistics; Avon Landings; Reagan Logistics; Harlan Bakeries; and Rise. Council approved the compliance forms as submitted but removed the property at 10207 Veterans Dr. from the package for further review pending additional information; the motion to approve the remainder was moved by Robert Pope and seconded by Bill Holland and carried 3-0.
During a brief public hearing on Resolution 2026-16 to confirm a tax abatement and economic revitalization area (ERA) for Chicago Industrial, staff presenter Ryan Cannon introduced the item, the hearing was opened and closed (7:24–7:25 p.m.), and the council approved the resolution by a 3-0 roll-call vote (motion by Robert Pope, second by Bill Holland).
The council also approved Resolution 2026-17, presented by Deputy Chief Barton, to declare a police vehicle surplus; that motion passed by roll-call vote 3-0. On final reading the council adopted Ordinance 2026-07 (Riverwal District), presented by Anna Cron, and Ordinance 2026-08 (building permit fees), presented by Ryan Cannon; both ordinances passed on 3-0 roll-call votes.
Legal counsel reported there was nothing to report, and there were no additional public comments during the later public-comment period. The council set the next work session and council meeting for June 11, 2026.
Actions taken at the May 28 meeting included contract approvals for pavement work, confirmation of multiple tax abatement compliance forms with one property held for more information, confirmation of a Chicago Industrial abatement via Resolution 2026-16, declaration of a surplus police vehicle under Resolution 2026-17, and adoption on final reading of Ordinances 2026-07 and 2026-08. All recorded roll-call votes for these items were 3-0.
