Town finance staff told the Finance Commission on Feb. 26 that a recent bond sale financing capital projects closed successfully, producing favorable market results.
Staff said six bidders participated in the sale and the winning bid produced an all-in true interest cost of 3.25% for level debt service over 20 years. The town reported a $1.4 million premium on the issue and said it is financing $15.2 million of capital projects approved in prior capital votes; the premium reduced the net amount borrowed and the town's long-term debt-service burden compared with earlier 30‑year modeling.
Commissioners and staff discussed how coupon rates appear higher (4%–5%), but premiums paid by the market reduce the net present cost; staff explained the accounting treatment of bond premium and that proceeds cover issuance costs and the capital projects included in the sale. The finance director called the sale a strong result for a double‑A‑plus rated issuer and credited the municipal advisor and the team for the outcome.
No formal action was required by the commission at the meeting on the sale results; staff said the premium will be reflected in accounting entries and used to reduce borrowing needs for the financed projects.
