Survey‑plat for Elsner Commerce Park approved after owners secure INDOT guidance on Highway 7 access

The Essential Service Committee on May 19 approved a survey plat for the Oscar and Evelyn Elsner Commerce Park, a planned unit development that owners say will support mixed commercial uses on roughly 12.5 acres.
Steve Alfer, speaking for the property owners, said the group has coordinated with the Indiana Department of Transportation and city officials on access, sewer and street design. "We have 12 and 1/2 acres here," Alfer said, adding that recent talks with INDOT produced a favorable outcome on access. He said INDOT indicated there would be "no restrictions" on turns at the proposed Highway 7 entrance and that a letter confirming the agency's guidance was expected within days.
Alfer outlined infrastructure planning, including curb‑and‑gutter street design, stormwater detention and a 50‑foot easement on the road path. He said the team is working with surveyors and consultants on boundary, topographic and stormwater designs and that final approval for the major subdivision will involve multiple entities because portions of the property are inside city limits, are within a county TIF district and receive Jennings water.
Committee members asked how long‑term maintenance of detention areas and common infrastructure would be handled; Alfer said the intent is to build to city standards so the city could take over maintenance, but ownership and maintenance arrangements remain under discussion. The committee moved, seconded and approved the plat.
The approval is for the survey plat and major subdivision process steps; Alfer and the owners will continue coordination with INDOT, city sewer staff and design consultants as they finalize engineering and transfer documents for city acceptance of improvements.
