Norwalk council approves 3.4% CPI increase to select user and regulatory fees

The Norwalk City Council on May 5 adopted a resolution updating the city’s user and regulatory fees, applying a 3.4% adjustment based on the March consumer price index to applicable service fees.
Jennifer Hernandez, who presented the fee study update, told the council the adjustment is intended to align user charges with the cost of providing services and to avoid large, infrequent increases. "The March CPI is 3.4%. So it applies to services that are provided upon request or regulation such as permits, applications, plan reviews, inspection services, and administrative processing functions," Hernandez said. She noted that certain fees — including select building and plan‑check fees, pet license fees, fines and penalties, statemandated pass‑through fees and social‑service fees — are not subject to the CPI adjustment.
Staff recommended adopting resolution 26‑20 to apply the CPI adjustment annually to eligible fees; the council voted to adopt the resolution, with the adjusted schedule set to take effect July 6, 2026. The change is intended to stabilize revenues tied to service delivery costs rather than raise taxes.
What happens next: the updated fee schedule will be posted on the city’s website and implemented starting in July; residents and businesses with questions were directed to city finance and permit offices.
