Board approves rezoning, grants, EMS fee changes and zoning text amendments

At its March 10 meeting the Bedford County Board of Supervisors approved a series of formal actions ranging from a rezoning ordinance to grant applications and zoning text amendments.

Rezoning: The board approved ordinance O031026-04 by a 6-1 roll-call vote to rezone a parcel near 1620 Everett Road (RZ25-0007, Vacciano Family Revocable Living Trust) from AR to R1 for a proposed 49-lot residential subdivision. Planning staff estimated the development could generate roughly 21 students across three local schools; the applicant said lots would be largely half-acre with public water and private septic. Ms. Parker cast the lone no vote.

Consent grants and budget items: The board approved three state grants on the consent agenda (a $50,000 Department of Emergency Management GIS enhancement grant; a $97,000 Rescue Squad Assistance Fund grant requiring a 50% match; and an opioid-abatement cooperative partnership grant for substance-abuse recovery). The consent motion passed 7-0 by roll call.

EMS fee schedule: Chief Blankenship presented a staff recommendation to adopt a 200% Medicare fee schedule for EMS revenue recovery as a phased approach (staff had modeled up to 325% in a study). The board adopted resolution R031026-06 to move to 200%, which staff estimated could increase revenue by roughly $150,000$165,000.

Zoning text amendments: Director Jordan Mitchell presented proposed ordinance text changes to allow intermodal freight containers as accessory agricultural storage (with parameters), create a by-right tow-truck service use in certain commercial/industrial districts, and add limited agricultural signage allowances. The board initiated the amendments and asked staff to refine standards on setbacks, minimum acreage or "bona fide agricultural" tests, and neighbor notification; initiation passed 7-0 (resolution R031026-007).

School resource officers and congressional grant: The sheriff asked permission to submit a continuation grant to fund 14 school resource officer positions for one year; the board approved submission and acceptance authority. The board also authorized applying for a $993,060 congressional direct spending grant to offset portions of a sheriff/E911 expansion; staff said the county's application made the first cut for potential inclusion.
