Franklin County to contract Catholic Charities to run Project SEEK after accepting $148,610 in Summer Youth funds

The Franklin County Legislature on June 6 accepted a Summer Youth Employment allocation of $148,610 to fund Project SEEK and authorized the Commissioner of Social Services to contract Catholic Charities of Franklin County to administer the program.
Under the approved plan the county will retain $120,610 for participant wages and fringe benefits; $28,000 is allocated for program administration to Catholic Charities. The funding period is June 1, 2019 through September 30, 2019 and is stated in the minutes as 100 percent reimbursable.
The board amended the 2019 budget to record the revenue (01‑54‑1851‑10) and to add appropriations for salaries, FICA/Medicare and unemployment related to the Summer Youth Employment allocation. The motion to accept the funds and authorize the contract was moved by Legislator Lauzon and seconded by Legislator Sherwin and adopted unanimously by members present.
The County’s Commissioner of Social Services will supervise contract execution and retain funds for wages; the Legislature directed that contract administration expenses be paid to Catholic Charities per the approved allocation. The Clerk of the Legislature will retain records of the amendments and the contract as part of the official file.
