Franklin County Legislature approves multiple budget amendments, appointments and program funding in June meetings

At its June 6 and June 20 meetings the Franklin County Legislature unanimously adopted a package of resolutions: accepting $148,610 for a summer youth program, reallocating CHIPS highway funds across county routes, approving North Country Community College’s budget and authorizing county participation in a generic drug antitrust suit.
The Franklin County Legislature met June 6 and June 20, 2019, and unanimously adopted a series of resolutions that amended budgets, approved appointments and authorized county participation in ongoing litigation.
At the June 6 session the board accepted $148,610 in Summer Youth Employment funding for Project SEEK (summer employment experience for kids) and authorized contracting $28,000 of the allocation to Catholic Charities of Franklin County to administer the program; the county will retain $120,610 earmarked for participant wages and fringe benefits. The Legislature also approved related budget amendments to record the revenue and appropriations.
The board amended the 2019 CHIPS budget to reflect additional funding and last year’s rollover and directed increases to several county route project accounts, including County Routes 25, 27, 4, 49, 60, 55, 8, 10, 32 and 5. The Highway Superintendent presented the recommended allocations and the Legislature approved the amendments.
The Legislature approved the report of the Special Committee on reversion of unredeemed lands and ratified the May 15, 2019 tax‑foreclosure auction results (Schedule A), authorizing the Clerk and Chairman to deliver quitclaim deeds upon receipt of full sale price; one parcel (Town of Malone, Parcel ID 112.23‑3‑2) was rejected.
Other actions taken in June included: creating an Assistant Public Defender position in the Public Defender’s office and authorizing options to fill a vacancy; accepting $358,214 from the New York State Office for the Aging for unmet needs and New York Connects revenue; approving a $17,240 Governor’s Traffic Safety grant; and awarding the county’s insurance coverages through the New York Municipal Insurance Reciprocal at a total premium and fees of $302,620.19.
On June 20 the board approved the North Country Community College 2019‑20 operating budget of $15,154,295 and authorized Franklin County’s sponsor share appropriation totaling $1,240,000 ($1,190,000 operating and $50,000 capital). The Legislature also amended earlier CDBG contracts for Adult Centers and approved fee increases for a range of immunizations effective June 10, 2019.
The Legislature authorized Franklin County to join other New York counties in civil litigation alleging generic drug price fixing and approved engaging Napoli Shkolnik PLLC as special counsel to represent the county in the proposed antitrust action.
All motions that recorded movers and seconders in the minutes were adopted by a unanimous vote of members present, and the board adjourned each meeting without further action. The Clerk of the Legislature and the Chairman were authorized to execute documents arising from the approved resolutions.
