Town Administrator Rob Garrity told the board the Tri County building was approved by voters but its financing depends on a debt-exclusion question at the spring election. If the debt exclusion fails, Norfolk’s allotted portion — roughly $377,000 — would need to come from the town’s stabilization fund. Garrity said the cable article corrects prior processing and is an annual housekeeping transfer that does not change the amount paid to the cable corporation; it just clarifies how the money is routed.
