Library trims FY27 appropriation after trustees approve staffing shifts

Staff said one position will move to part‑time status and that some payroll will be funded from grants rather than the town appropriation.
The presenter said eliminating health‑insurance costs associated with a recent retirement—about $9,800 tied to that position—helped free roughly $44,000 to reallocate elsewhere in the library budget. The presenter described the net change as roughly a 19.9% adjustment compared with the library’s originally submitted appropriation when accounting for reclassifications and benefits shifts.
Committee members sought clarification about which benefit lines and salary rates changed and whether the trustee‑approved pay reductions for the part‑time replacement affected service levels. Staff responded that trustees lowered the previously proposed pay rate for the replaced position once it was converted to part time, and that the town appropriation therefore fell partly because the position’s base pay was reduced and partly because grant funds now cover a portion of the role.
The committee voted to advance the library recommendation with the understanding that the trustees must ratify the appropriation to finalize the town’s funding action. The presenter said trustees would vote separately; the committee recorded a voice vote in favor of the committee recommendation.
The committee asked staff to circulate the final trustee vote and any updated zero‑based worksheets before the next joint meeting with the board of selectmen.
The matter will proceed to the selectmen and, if placed on the warrant, to a town meeting for final approval.
