The Kaplan City Council moved Wednesday to award phase-two of the city’s sewer improvement project to the low bidder contingent on a contract change order and state approval, after the two bids returned above the $900,000 budget.
Larry Kramer, city engineer, told the council the low bid from Evie Futch was approximately $916,613, about $16,613 over the budget funded by DRA and a Louisiana grant. To bring the project within budget, staff proposed deferring replacement of a concrete 10-inch sewer at Fifth and Tron (identified in the contract as item #11), which would reduce project cost by roughly $20,500. Kramer said the city will run a camera inspection on that line; if the pipe proves structurally poor it will be addressed later.
